Re: DHCS Medi-Cal Budget – Prop 56 Request for Community Based Adult Services (CBAS)
Dear Assemblymember Reyes and Committee Members:
I write to respectfully ask for your support of the California Association for Adult Day Services’ (CAADS) request that Community Based Adult Services (CBAS) programs be exempted from the AB 97 10% rate cut, and a 15% cost of living adjustment be added to that rate in order to stabilize this aging service sector and rebuild lost capacity. Fifty-three (53) centers have closed throughout the state since 2011.
The statewide network of CBAS providers has been under financial stress for years because CBAS was among the first of the Medi-Cal providers to experience the AB 97 10% rate cut, implemented effective June 2011. Prior to that, the rate had been frozen since 2006-07.

Across California, 248 CBAS centers like mine serve a total of 35,000 California seniors and other adults with complex chronic conditions such as Alzheimer’s disease or other dementia, diabetes, high blood pressure, mental health diagnoses, and traumatic brain injury.
Recent studies show that use of CBAS reduces use of emergency departments, hospitals and nursing homes and associated costs.
We respectfully request your support of the rate restoration for CBAS programs to protect access to these essential services for California’s seniors and persons with disabilities.
